The following rules apply when Moovila is determining the hourly cost to apply to a user:
  1.  See if a user has an hourly cost…if no…
  2.  See if the time entry has a resource type (and get hourly cost) …if no…
  3.  See if the user has a resource type(and get hourly cost) …if no…
  4.  See if the task has a resource type(and get hourly cost) …if no…
  5.  Get the enterprise default for hourly cost
